Son of Samuel and Deborah Breen of 18 Galgate. His father was a rope maker. Fred was married to Selina Breen of 1 Coach and Horse Cottages, together they had two sons.

In January 1917 it was reported that Fred was home on ten days leave of absence; he had contracted septic poisoning whilst in France but recovered in hospital.
